Wyoming is operational in theCounseling Compact and began issuing privileges on August 31, 2026. Eligible counselors can apply to serve Wyoming clients without obtaining a separate full Wyoming license. As of October 6, 2026, a Wyoming privilege costs $280, and no Wyoming jurisprudence exam is required for that privilege. This guide explains eligibility, application steps, and what to check before relying on that authorization. Counseling Compact.
Is Wyoming in the Counseling Compact?
Yes. Wyoming was the eighth state to begin issuing Counseling Compact privileges. The Commission’s launch announcement specified August 31, 2026, at 11:00 a.m. ET, and its current fee table confirms that Wyoming is live. Counseling Compact.
Tennessee followed as the ninth operational state on September 1, 2026. Oklahoma became the tenth on October 1, 2026. Wyoming’s launch order remains eighth; it is not the current operational count. Counseling Compact.
As of October 6, 2026, the ten operational states are Arizona, Arkansas, Georgia, Indiana, Louisiana, Minnesota, Ohio, Oklahoma, Tennessee, and Wyoming. Enacted membership alone does not make privileges available. Counseling Compact.
What Does a Privilege Let You Do in Wyoming?
A Wyoming privilege authorizes professional counseling in Wyoming through the Compact rather than through a separate full Wyoming license. The Commission describes a privilege as equivalent to a license for practice in the remote state, but it is not a nationwide license. Counseling Compact.
The Wyoming Mental Health Professions Licensing Board identifies Wyoming as a practice-act and title-protection state. A Compact privilege supplies lawful authority, not an exemption from professional standards. Wyoming retains regulatory authority over counseling delivered to clients located there, whether sessions occur in person or through telehealth. Wyoming Mental Health.
Who Qualifies for a Wyoming Counseling Compact Privilege?
Eligible applicants must hold an active, unencumbered professional counseling license that permits independent assessment, diagnosis, and treatment. The Commission requires participation through the counselor’s home state, meaning the primary state of residence, which must also be operational. Counseling Compact.
Wyoming’s qualifying credential is Licensed Professional Counselor (LPC). The Wyoming Board confirms that a counselor using Wyoming as the Compact home state must hold the appropriate Wyoming license and reside there. Wyoming Mental Health.
Different titles elsewhere do not automatically exclude applicants. Indiana uses Licensed Mental Health Counselor (LMHC); Minnesota and Ohio use Licensed Professional Clinical Counselor (LPCC). Tennessee’s qualifying credential is Licensed Professional Counselor with Mental Health Service Provider designation (LPC-MHSP). Counseling Compact.
Applicants must satisfy applicable education and examination requirements. The Commission’s criminal-background-check rule also requires the home-state board to review Federal Bureau of Investigation (FBI) criminal-history information. Follow that board’s instructions rather than assuming an employer’s background check satisfies the requirement. Counseling Compact.
Who Does Not Qualify?
Student, associate, and provisional credentials that require supervision are ineligible. Marriage and family therapy or clinical social work licensure alone does not qualify. Counselors with disciplinary history should ask their home-state board how it affects eligibility before applying. Counseling Compact.
Which States Can Wyoming Counselors Practice In?
As of October 6, 2026, eligible Wyoming-resident LPCs can request privileges in the nine other operational states listed above. Eligible residents of those states can likewise request a Wyoming privilege. The Commission’s current operational list establishes which destinations are available. Counseling Compact.
Wyoming participation does not activate every destination automatically. A counselor must obtain a separate privilege for each remote state before using the Compact to serve clients there. A license held outside the counselor’s home state cannot simply be selected as the basis for participation. Counseling Compact.
How Much Does a Wyoming Privilege Cost?
A Wyoming privilege costs $280 as of October 6, 2026, according to the Commission’s Fees page. Counseling Compact.
| Fee component | Amount, October 6, 2026 |
|---|---|
| Wyoming state fee | $250 |
| Compact administrative fee | $30 |
| Total | $280 |
This is the price for an eligible out-of-state counselor seeking Wyoming authorization. Wyoming LPCs applying elsewhere pay the destination state’s fee plus the administrative charge. The Wyoming fee is not a universal price for every destination. Counseling Compact.
Does Wyoming Have Additional Requirements?
Wyoming does not require a jurisprudence exam for a Compact privilege as of October 6, 2026. The Commission’s Jurisprudence Information table explicitly lists no exam for Wyoming. This answer concerns the privilege pathway, not every requirement for obtaining a full Wyoming license. Counseling Compact.
Wyoming LPCs applying elsewhere must follow the destination state’s requirements. For example, Tennessee requires a jurisprudence examination as of October 2026. Wyoming’s no-exam status does not remove another state’s requirement. Counseling Compact.
How Does Telehealth Work Under a Wyoming Privilege?
Telehealth authority depends on where the client is physically located during the session. Wyoming’s enacted Compact expressly includes telehealth and requires counselors using a remote-state privilege to follow that state’s laws. Wyoming Legislature.
For example, an eligible Ohio counselor using the Compact needs a Wyoming privilege before conducting a video session with a Wyoming-located client. A Wyoming counselor serving an Ohio-located client needs Ohio authorization. The counselor’s office location does not replace the client-location check. Wyoming Legislature.
Ask clients about travel before scheduled sessions so a location change does not become an authorization problem during the appointment.
How Do You Apply for a Wyoming Privilege?
Apply through CompactConnect using the Commission’s Apply or Verify page. This is different from applying directly to the Wyoming Board for a full license. The Commission requires the counselor to complete the application personally because it includes legal attestations. Counseling Compact.
- Confirm eligibility. Check that the home-state license and residence information meet Compact requirements.
- Check outstanding requirements. Ask the home-state board whether any eligibility or FBI background-check steps remain.
- Review the account. Sign in to CompactConnect and check the license information and expiration date.
- Select Wyoming. Complete the application and confirm the current fee and any updated requirements.
- Wait for authorization. Submit payment and wait for the Wyoming privilege number to appear on the dashboard before practicing. Counseling Compact.
The Commission says the number ordinarily appears almost immediately after successful processing. If it does not appear, contact the Commission instead of treating a payment receipt as practice authority. Counseling Compact.
What Should You Check Before Relying on a Privilege?
Confirm that the proposed work arrangement accepts a Compact privilege before paying. The Wyoming Board warns that online platforms and insurance companies may not accept it for billing purposes. Ask the employer or platform about credentialing, and confirm applicable coverage with the malpractice carrier. Wyoming Mental Health.
Also review the expiration date shown during the application. The Commission warns that applying shortly before home-license renewal can mean paying for a short privilege term and then paying renewal fees again. When immediate interstate services are unnecessary, renewing the home license first may avoid that situation. Counseling Compact.

My Take
I would separate legal permission from readiness to accept the client. For Wyoming, I would confirm the qualifying home-state credential and review the proposed billing arrangement before purchasing a privilege.
I would also check the expiration date rather than assume the payment buys a full year. My recommendation is to keep the board’s guidance and any payer confirmation together with the privilege record. That creates a practical reference when the client moves or the license renews.
Frequently Asked Questions
A Wyoming privilege expires on the home-state license expiration date in effect when it was issued. The Commission’s Application Information page says renewal is not automatic: after the home state reports the renewed license’s expiration date, renew the privilege separately in CompactConnect. Check the displayed dates before continuing services. Counseling Compact.
Clients and employers can verify it through theCompactConnect public search. The Commission does not mail wall certificates, but counselors can print a verification document from their dashboard. Use the current online record when confirming authority, since an older printout may not reflect a later status change. Counseling Compact.
Each requested privilege has its own charges. As of October 2026, the Commission charges a $30 administrative fee per privilege, in addition to each destination’s state fee. Requesting five privileges therefore means $150 in administrative fees before state charges. A Wyoming privilege payment does not cover other states. Counseling Compact.
A Wyoming privilege does not add Wyoming’s continuing education requirements to those of the counselor’s home state. The Commission says privilege holders meet their home-state continuing education requirements. This differs from maintaining a separate full Wyoming license. Jurisprudence requirements remain a separate destination-state check. Counseling Compact.
Arrange Wyoming practice authority before providing sessions while the client is physically there. If eligible for the Compact, obtain the Wyoming privilege before the first Wyoming-based appointment. Also confirm the payer or platform accepts the arrangement. An existing therapeutic relationship does not itself establish interstate practice authority. Wyoming Legislature.
